DOM is thinking about it, but just in the sense that we've budgeted to do the upgrade mid-to-late 2011, depending on how long the contrib modules take to catch up after 7 is released.

the City of Denver allocated about $15,000 for DOM this year from the PEG fund to upgrade a few modules (whether to D7 or just general upgrades and new functionality). That number is doubled for next year, so we definitely plan to keep upgrading. Its still not a lot of money, so obviously it would be great if we could cooperate and different stations tackle different modules.
Whatever your first issue of concern, media had better be your second, because without change in the media, the chances of progress in your primary area are far less likely. http://denveropenmedia.org
