Can Drupal make a web site like this ?

I am making a Drupal web site with Superfish, however, my customer want the web site to be like the 3 files I attached.
- can Drupal do 2 levels menu tabs ?
- if yes, what is the name of this Drupal feature ? view menu tab ?
- or any other Drupal feature can do that ?
- any web sites talking about this ?
