Need a short information

Hello,
I have a question: I want to relaunch a Website of me with Drupal. There's the problem, that i had never worket with it yet. Is it possible, importing all the features and layout options which are actually on my portal to drupal? At the moment I have an CMS which is self-written.
Would be very happy if I could get an answer. Thank!

Hi all
I'm new to drupal, I want to develop a news and information service portal. where user can create sub portal with selecting templates.
admin can add a site, flat pages, page management. Please help me how i can start which modules i have to use.
