This post may be premature because Drupal 7 stable has not been released, but is there a centralized place where discussions and plans for Drupal 8 are being discussed?

The Drupal core summits are
The Drupal core summits are DrupalCons is where most of this is happening, where core developers can present their ideas on the future on Drupal and later break into smaller groups to refine these. It started in DrupalCon SF 2010 and the last one was in Copenhagen. http://groups.drupal.org/improvements-core is one of the best groups to discuss this, though I bet other groups will have their own discussions on the future of Drupal too. Check also the Drupal 8 issue queue, where most of the actions will take place after the developers have more or less agreed on some directions.
