My daughter has asked me to create a niche social site themed around her favorite anime character...
I am planning on building the site on Drupal and I already know most of the modules I want to use.
However, I am not sure if there is a module available for allowing the end-user to create customized graphics, backgrounds, or colors on their start page (short of allowing them to change their personal theme for the entire site).
Any help would be appreciated.

MySite
Have a look at the MySite module. I'm not sure how extensively it lets you customize the page, but it's the closest module I can think of for this.

Page Style and Switchtheme
I have not tried either of these yet but they might do what you want.
Switchtheme does allow complete theme switching. Page Style changes page elements.

Mysite allows you to change
Mysite allows you to change the contents of your pages - adding / removing views, panels and other functions. However, I don't think it really lets you do theme-level customizations for the various users.
I've had clients ask about this kind of functionality in the past, and the best I can come up with is to use one of the various modules such as bio to force the 'profiles-as-nodes' way of doing things.
Then add CCK fields to your user profile content type to upload various files or have them select colours for various sections of the template (eg., 'Background photo', 'Name graphic', Title, etc.). Then call these variables in a custom user-profile.tpl.php.
Perhaps a touch overly complex, but I think it would work.
