Is it possible to use AWS RDS? If so, how would that affect performance? (An estimate and/or explanation of the MySQL optimizations that are affected would be appreciated.)

Yes, it's possible to use Amazon RDS. The basic idea is to turn off mysql on the server (using the /etc/pantheon/server_tuneables file) and then pointing drupal to the RDS.
However, we haven't done any testing of RDS nor is any scheduled ATM. I'm sure there are folks in the amazon-web-services-s3-ec2 group that have experience and maybe even benchmarks.
