Yes, Joomla is a toy when compared to Drupal. Joomla is not intend for large websites with millions of traffic. Drupal can be highly optimized for large websites and it will make u feel the different with any other CMS available over here and there.
Drupal has very big community and very talented people so they are empowering Drupal to top in the WWW. That's why Drupal has such a powerful infrastructure. That's why even White House also using Drupal http://www.whitehouse.gov/
I highly contributed Drupal when I was student at Mora, but still continue with that great power, I gained back a lot from using this. I know this is hard to start but once u learn u will feel this is the one we should use to building websites.

Drupal CMS how impact to government sector ?
I started to dig drupal in 2006, for our ICTA funded project called " www.siyabasa.lk ". I had really a good kick start with this project.
but certain setbacks put drupal below joomla and up to now all state sector sites running at joomla.
we need to make ad difference to change this thread !
