Help on Individual pages

What permissions do I need to activate to provide the little "?" help button on certain pages?

I'm not sure this is a permissions issue. What version of PHP are you using? OpenScholar doesn't support anything newer than 5.2 at the moment, and the help button is one of the first things to break when 5.3 is used.
