Do you support the use of incentives, such as expedited applications, to encourage more people to participate in the process?

I support this for reviews, but not for performing the 'screening' steps. I feel that a reviewer can, through enough quality reviews, demonstrate a thorough enough knowledge to satisfy the goals of the code review process to justify rubber-stamping their own application ... but this isn't necessarily demonstrated by running through the 'screening' checklist.
