Does anyone know of a local class/workshop on Drupal and web development basics? I've started developing a site for myself and quickly learned that I am way over my head. I'd be grateful for anyone who could point me in the right direction. Thanks.

Not a class, but a book
I don't know of any classes that cover the Drupal basics, but the best Drupal book I've found is Pro Drupal Development: http://www.drupalbook.com/
If you're starting from zero
If you're starting from zero and need a guide on installing and configuring Drupal for the first time, take a look at David Mercer's "Building powerful and robust websites with Drupal 6," ISBN 978-1-847192-97-4.
I'll also second metaltoad's recommendation on Pro Drupal Development as a development reference. It covers both module and theme development.
I recommend going to the bookstore and pending a little time paging through each to find out which meets your needs best at the moment.
