A new theme supports RTL is now available at:
http://drupal.org/project/tendu
it was made for sake of hebrew group, but we can utilize it for sure.

For those who didn't try
For those who didn't try tendu yet, I say it is the best BiDi theme available. You can use it as a base theme and as a simple alternative to zen (Zen does not support BiDimentional websites very well).
