I posted an feature request for Drupal 7, but on second thoughts I think it fits here better: #363891. I think Drupal could gain performance using automatic code generation.
Did you work with non core drupal modules?
I can say that at moment not all module implement all current suggestions rules.
You want to add more rules - this will make 'learn line' longer for new developers. Big part of them don't spent time to read existing rules.
So, I think that this need to optional.
