Has anyone here used Drupal to connect their neighbors or more broadly their larger neighborhood or local community?
I am particularly interested in social constructs with lots of neighbor to neighbor exchange.
This conversation on LocalLabs provides some additional context:

I've tried...
Drupal is perfectly capable of doing this... But I couldn't find anyone interested in using it. I put out fliers and a couple people signed up but never came back. In my years of building a local community site, I've found my biggest challenge is apathy. People just don't care. They talk to their friends on Facebook and that's all they need. They don't see the point of being on a community site who's focus is that it is local to their physical location.
There is a site (not Drupal, I don't think...) that does this on a large scale. You have to provide proof of address and can only view your neighborhood group, no one else's. The name of it eludes me but you could probably find it if you search a bit.
