Hello Portland Drupal folks,
I have been developing a project for the City here and we are gearing up to launch a demo version of the site in the next week or so. This project is special in that it functions as a platform to connect local people and local services and data.
There is an ongoing idea gathering phase (with prizes) and subsequent application development phase.
The site actually is a repository of local developer and city contributed apps that can be organized, displayed and used on each users homepage. I used the 'user dashboard' module as a jumping off point for this functionality, and each of the apps run in iFrames on the page that can be dragged around, these iFrame apps have access to basic user info like interests and location.

We're going to need help from our local developer community to make the most out of this so be sure to think about what a cool application would be and let us know over at the CivicApps.org site.
We would also be interested in discussing some of the challenges of the project at a future Drupal meetup if there is interest.

The contest is ongoing for app submissions to be featured on the site when it goes live and a few other cities are already interested in the code. Check it out and let us know what you think or how it could be improved as more work is going into it daily.
