Hi! I don't know much about SEO. I would like to ask if what's the average cost for a 12-month strategic SEO? The site BTW is built in Drupal hence I posted here. Thanks ahead! :)

Depends on what kind of SEO
There are three types of SEO black hat, white hat and grey.
White (or "organic" or "unpaid") SEO is basically free with Drupal. Drupal is SEO optimized already. Just submit your sites sitemap to various search engines like google. Read this PDF.
Black SEO is about hacks like click banks, fuzzy redirects. This stuff will cost you like 5 to 10k a month easy. It all depends on the outfit. Visit this link.
Grey is somewhere in the middle.

Drupal is far from SEO'd out
Drupal is far from SEO'd out of the box. There are several contrib modules you want to add into your project, the SEO Checklist has a good checklist for these.
In order to figure out your budget for SEO you need a couple of things. You need to set your goals, keep them realistic and broken down in qualitative tasks like; build links, build content, adjust meta keywords. Figure out the time needed for each task in the project and how much it costs in man hours and other resources.
Some resources you want to put together is writers, developers, and a project manager of some sort. Depending on the size of the project you will want more or less.
