Hello.
I am a private entrepreneur from Russia, engaged in the development and use of sites in Drupal. For my work I have produced a logo and print to stamp, which is partly used image Druplicon.
I read that I need to obtain permission from the owner of the rights to use the image of Druplicon, in some cases.
Could you help me to determine the necessity of getting permission for this logo usage?

The Druplicon graphic is released under the GPL, so you don't need permission as long as you follow the GPL. That means that derivative works of it must also be released under the GPL. For an image, that means the "source form" (Photoshop document, Illustrator document, whatever it was you edited to produce the image) must be made available to people who receive the image itself.
The question is whether or not those graphics are close enough to Druplicon to be a "derivative work". IANAL, and looking at it it's not obvious to me which side it would fall on, so I don't know if it would apply. Sorry. You'd probably need to check with a copyright attorney in your area who understands the GPL.
