Features Enabled by Default

What is the procedure to configure openscholar such that a set of features are enabled by default and is it possible to disable a feature all together?

Disable features at admin/build/features/manage
To enable a feature by default, create a site "xxx" , go to xxx/cp/build/features, enable the features that you want enabled by default and click "Save to OS personal".

I have to be logged in as UID 1 to get the "Save to OS personal" button. right?

Just now figured out that disabling features at admin/build/features/manage is not working. All the features are enabled once we come back to that page and is available always for use by scholars. What might be the problem? Can I use hook_form_alter to disable the features in the features listing form?
