We have currently 27 RTBC project applications that need a final check by a code review administrator. I am quite busy with the review bonus program so I don't have time to review/approve all of them.
You can help: if you are a code review administrator it would be cool if you could checkout at least one RTBC application per week (or more, or less - any help is appreciated).
If you are a regular reviewer and you think you can add value as a code review administrator just contact me. If you just started as new contributor and want to earn fame and glory as application reviewer just contact me as well - I'll help you get started and mentor you to finally become a code review administrator. Great initiative! You should start by doing lots of reviews (and reading the reviews of others).
Anyone with some module writing skills can do reviews.

There's no specific number
There's no specific number because it depends on the quality/consistency of the reviews. It might be as low as 30. It might be as high as a few hundred.

Status of the review queue
Is it going better than before ?
Right now there are 25 RTBC modules on the queue.
I try to help as best as I can but clearing the queue is not an easy task... some modules are quite long and require around one hour to install, analyse and send the feedback.
Regarding bots, I think that a bot system could really speed up some precious minutes on the process. I don't think it couldn't be completely automatized, as false positives are a common problem on auto reviews.

Yes, there is the bottleneck with the git admins right now. That is why most of them only really work from those with review bonuses, and why klausi put out a call to action to get a few more on board (I think two were recently promoted). While not everyone agrees with the bonus program, it does get more eyes on modules, and I think those get bonuses are more likely to followup and fix problems and end up with better modules in the end.
The other problem is that a lot of modules are ending up at RTBC that have obvious, major problems with them. Either big API issues or security problems (usually XSS). More good reviews of the Needs Review items are needed.
