Permissions problem; advise sought

Friends, I'm encountering a permissions problem with a page I build using hook_menu and a custom form. I am not able to access it as an anonymous user. No permissions are required for the page. After hours of debugging, I am thinking it is a black hole permissions problem such as described here:

Wondered if anyone else has encountered this? Do you have any insights to offer me?

Is there any way you can share the code block you're trying to implement in hook_menu()? Even if no permissions are required to access content, you should still at least specify 'access arguments.' I usually use 'access arguments' => array('access content'),

Also, if you have tried this already, don't forget to try clearing the cache when editing hook_menu items.
