Try a rule that triggers on
Try a rule that triggers on "saving a new user account" and on "updating an existing user account". Apparently assigning a role to a user also counts as saving a user account, at least if you do it manually, in admin/people.
I haven't tried anything else, for example roles assigned by a rule...
