I work for a group at the UW that manages a small group of Drupal sites for departments in our building. (No, this isn't a service we extend to just any department, it has to be in our building.)
However, when approached for this service, we always stress how
1) we will give you a blank drupal install, maybe a theme or two, a tutorial on how to use it and let you go to town.
2) we will not do custom design.
Not surprisingly, this is not enough for a lot of departments and they often inquire about students they can hire to help them along this transition. The local training authority around here doesn't necessarily have Drupal training for students, so the students we might be able to find would be of the geeky, self-learner variety.
And not surprisingly, these folks are reclusive people who probably aren't likely to cross my radar. Nonetheless, the requests keep coming.
I'm wondering if there any college students hovering on the periphery of these forums who are looking for occasional work. I'd much rather get the people who stay in the departments trained on using Drupal, but it's a gradual process. Someone who can help them with some basic transferring web pages, maybe editing stylesheets, maybe some theme work. If there are any of you folks, drop me an email: sjziemen@wisc.edu
No, I'm not sure what the departments would pay. They'd probably ask me for a guideline, so I'd probably tell them $15-$20/hour. I usually tell them to
And, yes it has to be students. These people can spend money on students, not necessarily a design group or company or even a freelancer. That requires more complex negotiations that I'm not willing to facilitate.

Leveraging local resources
I am a UW-Madison CS undergrad. I have been building Drupal sites for 2 years now and have extensive experience with themeing and module development, as well as basic configuration and module installation.
However, I'm not commenting for a job. I just want to point out that Madison has a small but experienced Drupal community. We have a Madison Drupal Users Group that usually meets on the first Thursday of every month. Anybody, student or faculty, that wants some Q&A help on their projects should join this Wisconsin group and watch for the MadDUG announcement posts. If you want the MadDUG group to cover a particular topic, I highly recommend making a post in this group with MadDUG in the title with your suggestion.
