Crossposting to Drupal.org improvements and project application queue as the project application is one of the first experiences that people have with contributing code to Drupal.
I just read and enjoyed this presentation on slideshare: Motivation in FLOSS communities.
It seems particularly interesting to me how the presentation talks about the importance of intrinsically motivated people and that there are ways to cater to those people by given them the rewards they do want: control over an area and timely feedback.

One of the important balance points is to allow people "control over an area", and over their work, but not allow it to turn into a series of fifedoms where "mine!" becomes more important than "better!"
That's a hard balance to maintain, especially with high-skill-required areas or very large communities.
