"Create your site" not appear for normal user

After install, "Create your site" link only appear for Administrator!

I already setted "Account settings", "Registration and cancellation" to "Visitors, but administrator approval is required"

Point your browser to your site.

In the right lower corner, near "Powered by OpenScholar" logo, you will see: Admin Login. Click on it and you will be redirected to "User Login" page. In there, you will could be login or create a new account.

Good sleuth work. But there's a better option than the vanilla drupal one you've found.

For users to create OpenScholar sites on your installation, you need to give them permission.

Visit /admin/people/permissions as admin.
Enable "Create new content" permissions for personal, project, or department sites for anonymous or authorized users, depending on what type of site you want to run.

Also note that by default each user is only allowed to own one site. If you want people to have multiple, you can up that limit here: /admin/config/openscholar/vsite_register
