It was never really a conscious decision. Dries started the project in 2000. There was no "Drupal" to hold copyright until the Drupal Association was started in 2007-ish. By then there were hundreds if not 1000 people who had contributed to Drupal core, plus who knows what for contrib. And trying to change that for future contributions with a Contributor License Agreement would have utterly destroyed contributors, as it would mean they had to sign a contract in order to submit a bug fix.
Basically, by the time anyone even thought about it (circa 2009 or so), it was too late to do anything else.
