Thanks Rachit for this much awaited initiative.
I would like to take up HP and Punjab in the North.
The most active Drupal community north of Delhi seems to be Dharamshala. Here we do Drupal camps on a regular basis and have hired freshers from colleges in Kangra district and Punjab.

We will keep you posted on our campus initiatives here.

+1 to collaborate with the other group.

Based on our experience in Bangalore, we need to focus on getting Drupal shops together for offering projects and internships opportunity. This would be best way to build the momentum and get students interested in Ambassador program.

Of course we will have to keep doing Drupal training as awareness program in colleges pretty often, at least for one full academic year.
