I agree, this looks very spam-ish.
Mostly, it seems very strange that this "organization" is giving away free money for FB apps without any apparent incentive (on their part). I'm extremely wary of anyone giving away, that much, money for free. Especially on the Internet :-P.

the catch
the catch is that in a mini way for BayPartners/Altura/Adonomics/Shop.com/Microsoft --- > Facebook, that whatever these fellas invest in, the place they put the money in pushing an app is not to buy some high tech equipment, the amount in excess of paying for someone's time to develop something is probably going to go into advertising.
guess who does advertising the most or wants to control it in a major way?
also, IP protection is weak in this space, if I dangle 50K in front of you, I might get the opportunity to learn just what it is that clicks in your app.... [appfactory and appsaholic both have buyside and sellside business and appsaholic has a few apps that have been accused of looking like another competitor's (who pre-dates their creation)

I made very public comments on how Altura/Adonomics business needs HIGHLY stringent chinese walls to run it right... but its the same CEO, so...
