I recently set up a new Drupal 8 site on Linode. The default Bartik theme looked fine, but other themes do not display correctly, an in some cases cause issues like not even being able to log-in when I append ?q=user.
On the same Linode I have an installation of Drupal 7 (for another site) and things look fine.

I would double check the
I would double check the status report to see if there's any warnings or errors, especially about file permissions. Also, take a look at the network inspector on a page that isn't working - 404s for aggregated CSS or JS would indicate a permissions issue on the files directory.
And since you can't log in,
And since you can't log in, you could try
drush core-status
to get the status report on the commandline.

No warnings
When I ran the network inspector almost everything came up 200 except for some jpg and svg files that come up 304 (cached). (I've reinstalled since I originally posted this). Running drush core-status shows a successful bootstrap for the site.

Initially I installed an old version of Drupal 8, but I ditched that when the theme didn't work and grabbed the latest Drupal. I'm wondering if part of the problem might be because I install Ubuntu server 18.04 and that it doesn't seem to have php5-gd so I installed php-gd?
After the most recent attempt I also changed the chown -R www-data public_html/ to chown -R myusername:www-data public_html/ so the group is www-data and the owner is myusername (is that bad practice)?
I've checked the log folder and the error.log is blank. So you can see exactly what's happening, the site is: http://www.comprec.org/

FYI PHP 5 is nearly out of support for D8, and you should probably go to PHP 7.2 or 7.3. I think 18.04 comes with PHP 7.1 so you're probably OK, but worth double checking: https://www.drupal.org/docs/8/system-requirements/php-requirements

Menus are off
Thanks, it does look slightly better. I switched the theme to another MAYO, but notice in Khalid's screen shots how the Home/Contact/Home menus at the top don't look positioned correctly.
Switching between different themes things just look off with respect to placement of things, and in the case of the MAYO theme it's suppose to look more like:

I believe everything is working correctly now. I think I did have some permission issues when I first looked at this awhile back. The problem now just seems to be that when D8 themes are first added all the blocks are in different spots. When I added a theme to D7 it just generally seemed to work and look like the theme. In D8 it seems that most themes need a bit more work to get looking more like the theme in question.
