Has there been any discussion of something like this? Either on a per-site or per-client level, providing the capability for Aegir to create a user account for ssh/sftp access to relevant site(s)? I've tinkered with the code, but I'm not much of a dev so it's resulted in abject failure...

This is definitely a feature I would be interested in
It seems like this addresses an important gap between off-the-shelf control panels like cpanel and aegir. For example:
Use-case:
An international non-profit has 50 US based chapters throughout the US, and chapters in Canada and the UK.
The chapters have limited technical expertise, and their websites are mostly crap.
At the headquarters, where there is substantial technical expertise, they develop an install profile and a series of templates for chapter websites. They offer to their chapters, for a fee, hosting services, drupal templates, and basic site management services.
At the moment there are two possible solutions, both are pretty limited:
1) some off-the-shelf control panel with a reseller hosting package enabled (and applying updates to core is a nightmare!)
2) aegir hosting (without any of the account management, invoicing, or other tools that would be necessary for managing 50+ users...)
Thoughts?
I'd be happy to put some time into this, though like obrienmd my devel skills are pretty limited.
