I got this anonymously today, so publishing to groups that may be interested. Please cross post to other Canada groups that you are aware of.
The Government of Canada's Common Look and Feel 2 ( CLF 2.0 , CLF 2 , CLF2 ) theme for Drupal is available.
The latest version of the Drupal CLF theme can be downloaded from :

Quick update
That theme is no longer posted. I think it may still be available via GCPedia, but at the moment there is no real community support behind it. There has been a lot of 'anonymous' activity around the theme that you linked to. It's really too bad that there wasn't an effort to collaborate with this one:

There will eventually be files released at the link you provided that are under the WET Drupal variant:

It will be well tested for accessibility & will contain widgets which work well between CMS's.
