Would someone please refresh me what the issues were with existing module(s) to produce a Flickr gallery for FBWC? Was it bandwidth? Size of a free Flickr account..?

No issue, just functionality
The free Flickr account does have size limitations, but the issue was functionality. To use the flickr module, you have to cut and paste the album number from the flickr URL. This post has a patch that can give you a browser, but it's based on a couple of patches, and we didn't want to use patches -> http://drupal.org/node/555040

Thanks for the recap and link. I only recall someone running back and forth discussing options. What did we end up rolling out for this?
FBWC
The IT group at FBWC decided they were comfortable with copying over the URL, so we went with the vanilla module. Though I did have to recreate the views for administration and display so that they would behave more as expected (single image per gallery, etc) and fit better into the theme.
