basic help with Drupal website

My name is Joe and I have been struggling with Drupal 7 for the past week. I finally have something up that isn't horrible but not functional, or laid out nearly the way I would like for it to be. I have been scouring the various Drupal groups and forums for information which has helped however: I am not a developer, and am not familiar with html coding beyond the absolute basic ability to read it.

How would I be able to create a group in this account or have useful links? I am new here and my knowledge about how things are done in here is few. Hopefully somebody can help me out. Thanks.

Hi I was pointed here by a Drupal staff person I have had a Drupal site for a few years created for me by a young IT student and I am now trying to find someone to help me with it now I am in Freo area not Melbourne It is a cartoon site and I cannot at the moment access it at all by the methods usually used It has been a bit dodgy from the start and erratic for the past year or so Anyone out there able to help me? I do not have much money but I can pay something.
