Following discussion here in this group and at IRC, I'm presenting a demo for what may become docs.drupal.org. It's still very crude and I also need to write a project of what's intended, but it's a beginning anyway.
Suggestions are warmly welcome. :-)

I toke a look
As a longtime no native english drupal.org member I have take a look at your demo and I am very pleased to have found the Tagadelic-Block with different language content. That is really a great Idea. I also support the solution of calling the subdomain for the drupal documentation docs.drupal.org as described in http://groups.drupal.org/node/10223#comment-39645
In general a good start

Why the effort of some no native english Drupal newcomer and newby will not be consider if they are not Expert Drupal programmers or designer Proof. ?
Sorry if I use this place to get Drupal.org Staff focus on some basilary concept of spreading knowledge, and this about something so Precious like Drupal is!

A couple more modules
Suggestions for a couple more modules:
Either http://drupal.org/project/glossary or http://drupal.org/project/g2 (comparison at http://drupal.org/node/266511) so that whenever a newcomer stumbles over the word "node" or "block" in the docs, he/she can get an explanation immediately.
It would also be really interesting to see how http://drupal.org/project/pivots works with the docs. There's an issue about trying it for projects (http://drupal.org/node/265450), I think it would be even more useful for documentation.

An interesting thread about multilingual functionality
This thread describes some functionality that would be really useful for a docs.drupal.org with translations.
