How is issue queue built?

Events happening in the community are now at Drupal community events on www.drupal.org.

Does anyone know how the Drupal issue queue is built? Does it use a single module? Or what modules does it use? I'm interested in building something like it and don't want to reinvent the wheel.

When I replied, I was on a mobile device. After looking, it appears that Project issue tracking via views allows display and management of the issue queue.
