WSCCI issues moving

After some discussion with Angie, who had discussed it with catch, we've decided to move all open issues for WSCCI to the core issue queue. Hopefully that should help get the effort more exposure.

The code is not moving. The sandbox is still the definitive source for the latest WSCCI code.

There is a new component in the core queue, "wscci". Any issues filed there should be made against the sandbox code as before, but will show up in the core queue. If you want to see just wscci-related issues, see (or bookmark) this search query.

If reviewing a patch in that component, understand that it is made against the "wscci" branch of the WSCCI sandbox, not core. Also, for that reason, testbot will not work for those issues, and would mark anything needs-work automatically. If you're posting a patch, please name it with a -D8 suffix so that the testbot ignores it.

The "wscci" issue tag should still be used for general core issues in other components that are directly relevant to the WSCCI initiative.

We'll see if this works out. If it ends up being too confusing, we'll try something else. :-)
