Themes section is full of very powerfull and configurable themes.
This is very helpfull if you are building a big website with complex functionality but most of us just want to develop something that's already out there and be able to slightly alter it to bend our needs.
I'm suggesting to leave the abstract website developing strategy driven by base themes and start by picking a case study and make it work.
It will save us time and will help new users to dive in.
So...
1.Pick a case study
2.Install required modules
3.Build custom content types base on the entities requiried
4.Wireframe
5.Build theme
6.Contribute

That's an incredible idea! There is also alot of discussion going on at http://drupal-association.ideascale.com/. Alot of great input regarding drupal support tools, a solutions directory, mentoring, etc.. Great idea!!!
Drupal Distros
Forgot to mention, Drupal Distros are a great place to start and look under the hood. For Drupal 7, you check out Nodestream, Open Public, Open Outreach, just to name a few. I know that Open Outreach uses a custom subtheme based on Fusion and Nodestream works with Panels Everywhere themes as a base.

Would be more usefull to developp apps instead of profile http://drupal.org/project/apps it's really more powerfull and could be installed and uninstalled on any drupal website already installed.
