There was a great BoF about improving the UI for Rules, here at DrupalCon Denver.

Attached is a sketch describing ideas of how to improve the use of tags for grouping rules.

Oh, that's great. A fresh face for rules would be definitively an awesome thing.

Mitchell is doing a great work with this issue – and more – over at http://drupal.org/node/1495552

Interesting!

Thanks, that's very interesting. Unfortunately I missed the BoF, I think was preparing for my session at this time.

However, I'd like to note that I'm not planning to work on a new Rules UI anytime soon, but instead do iterative improvements to the current one. I think the current one is conceptually fine, but needs lots of love and details. So I'd prefer to see discussion about best improvements to the current UI instead of a new one which is very unlikely to happen anytime soon.
Best, let's discuss it in the Rules issue queue (visibility++) under the UI component + the UX tag, see https://drupal.org/project/issues/search/rules?order=priority&sort=desc&...

For the Rules overview, I don't think vertical-tabs are going to fly as this is a JS only solution and we'd end up with a rather big fat HTML page containing all rules-per tag, what would result in a slow and heave admin UI. The underlying idea is very interesting though - still we need a unique page/URL per rule so we need to take all tags of rule into account.
I think the next small step related to the overview page should be
* clickable tags (filter by tag upon click)
* remove the "filter" fieldgroup and make the filtering options always available, but present them all inline so they don't require much space (as views does)

Then, I'd be happy to think about how we can make the tag-overviews easily reachable from a rules-edit-page.
