Anyone can join online meetings as long as you follow the irc guidelines + contributing helpful ideas.

At this point I believe the d8-mobile-initiative already has a mature outline (link posted in the irc chat session) and the initiative leader (in this case, John Albin) facilitates the progression of discussion.
