Having trouble with Multilingual site design and using Content Taxonomy Fields with Translated Vocabularies appearing twice in Node add/edit forms

Well this is my first attempt at taking my site and making it multilingual. I have done a far bit of research and have all the necessary modules I think I need. I am having trouble with getting my vocabularies to play nice. Here is what I have

Using Content Taxonomy module so that I have the vocabulary load in a field on each node as well as save to the taxonomy tables to be used in other ways.

I have tested this on only two of the vocabularies so far and I can't get things to work properly. Everything was working prior to these changes. I edited the vocabulary and set it from "Per language terms. Different terms will be allowed for each language and they can be translated." to "Localize terms. Terms are common for all languages, but their name and description may be localized."

Now since it has this setting I can translate the strings of text using the localization module by searching for the terms in the admin translate interface page. This all works well and does exactly what I want.

But here is the problem, now that I made these changes, when I go back to my content type and edit, create new, or hit the translate link on the English page it loads the edit page and shows two separate dropdowns with the list. If I am in Japanese mode, it does show the two dropdowns with Japanese text that I typed into the translate interface.

I just need to figure out why it's showing two dropdowns now as this is a problem.

Anyone have experience using content taxonomy fields with translated vocabularies? I am assuming it's an issue with content taxonomy fields maybe?
