What's your idea?
Keep the current drupal.org theme, but make it responsive and more readable on a wide array of devices.
What are the benefits?
Drupal.org is hard to read on mobile phones. Something needs to be done. Implementing an entirely new theme can lead to months or years of redesign efforts and bikeshedding. Creating an "80% solution" to make the current site readable, focusing on eg. the handbook, project, issue and forum pages could be done relatively quickly. Hide or collapse the sidebar, make the main content flexible. This would help a lot already. Then, other page types, like the front page, dashboard, etc. could be tackled one-by-one.
What are the risks?
Making every page type work on all the devices drupal.org users have could be challenging, and may lead to lots of discussions too. A theme designed to be responsive from the ground up may end up working better in the long run.
How can we measure the impact of this idea? (metrics)
Percent of users viewing drupal.org on mobile devices, and the time they spend on the page. Both metrics should increase.
Who directly benefits from / will use this improvement? (target audiences)
Anyone who's visiting drupal.org on a mobile device, the number is growing.
Are additional resources available for discovery/implementation? (volunteer effort, financial backing, etc.)

The current D7 Bluecheese is
The current D7 Bluecheese is built to be responsive from the ground up. It's built on Sass and Susy.
Responsive Bluecheese
Responsive Bluecheese unfortunately isn't part of the D7 launch, so this one is very much still on the table.
That said, we'll probably do it regardless of votes. :) But show your support anyway!
