WGBH is running a story on the redesign of boston.gov, with a focus on accessibility: http://news.wgbh.org/2016/07/26/local-news/new-bostongov-aims-accessibility-misses-few-marks. Listening to the teasers on the air, I was reminded of a presentation that Jesse Beach gave of using Drupal's menus with a screen reader.
The overall assessment is "pretty good" and definitely an improvement over the old site. The article mentions Drupal explicitly.
Quick take-aways: do not use links that say only "Send an email", and make sure that your search form is accessible from the keyboard.
