I presume you haven't tried
I presume you haven't tried the views module yet. It has a settings for pager, you just need to select what type of pager and how many items per page will be shown.

I know it can be done by views and to extend it you can also use custom pagers. I was interested in the rotating icon when you click on the number. I guess that is part of the new release. I just haven't noticed it before.
Also I am curious why that pager on the bottom of the members list page keeps vanishing.

There's an ajax thingy also which when enabled switches from one page to another without reloading the whole site. I think this feature has been around for quite some time now.

It was included on views 2 module, on Basic Settings there is a Use ajax option choose yes to enable it
