Josh and I took some time to talk about the Knight Foundation proposal process and how we'll be handling it on g.d.o.
The proposed solution is to create a proposal content type and enable the appropriate fields (what fields do we need?, more below) and enable a five star rating system on the content type. In addition to the content type, updates to organic groups are coming to g.d.o and we'll have the ability to maintain a homepage and put up relevant information. Between Josh and Moshe we hope that this will be active within two weeks.
Just as a quick overview, here's the process we came up with at the BoF:
* Submit an idea to the g.d.o site
* Community discusses, suggests, and votes on a particular proposal
* Once a proposal reaches a certain threshold (TBD) it will be moved to a queue for detailed review
* Reviewers will help entrants tweak their proposal so that it meets the requirements of the contest
* Reviewers will recommend qualifying proposals to the Knight Foundation
A few people have already committed themselves to this project, a short thanks and friendly reminder to those individuals before detailing how others can help out.

Excited about the competition? Want to help?
Before we kick off, we need to get ready, lets start discussing the following:
*What fields do we want for the proposals?, I'd suggest at least:
** 5star rating
** title
** body
** ???more
I'm not sure what the best format is for a proposal, so lets talk about it. Should we include a field for entrants to include their proposed budget, or should that come later in the process? Should the timeline of the project be part of the initial g.d.o proposal? My personal opinion is that we should accept proposals as ideas but without the finer details, and require that information upon promotion to the review stage. I'll say it again, "Tell us what you think!"
How else can you help?
* Participate in this discussion, let us know your opinions and reasons for them.
* Write text for the g.d.o site, we need well written promo text that explains the goals and requirements in a simple manner.
* Artists should feel free to create imagery to be used to advertise the competition and to be used on g.d.o homepage.
And always, give us your suggestions. If you don't speak up, we might miss a great opportunity.

Format based on requirements
Maybe you should review the notes from the BoF. We had a set of criteria for judgment, and it may be easy to use those.
Something like:
-- Explain your idea. Give a general overview of the project, its foundation, goals, and tasks.
-- Describe your target audience. Who will use this tool and how?
-- How does this project meet the goals of the Knight Foundation? The Drupal project?
-- What would be contributed back to Drupal?
-- Describe the improvements and innovations that will your project will create.
-- How long will the project take?
-- Who will be involved in the project and in what capacity?
-- What is your proposed budget for the project?

Hi everyone,
I can work with the group to come up with a design for the marketing artwork.
The components aren't entirely clear, but these are probably necessary:
-- KF/GDO Proposal graphic
-- Banner for GDO
-- color palette for KF and GDO shared ID.
-- Wording outlining the shared objectives
-- Type
I'd like to help create an identifiable and uniform graphic language and image that can be shared by GDO and KF and that can serve as a recognizable entry point for people submitting proposals.
A couple of questions:
-- What is there to add or change in the above list?
-- Other than on GDO and KF where/how might these graphic elements be used? (potential larger marketing audience)
-- What sizes might this KF/GDO graphic need to be? (banner, sidebar element, email bug...)
-- Is there any theming required or possible for submission forms? (UI and form design elements...)
Looking forward to working to help turn this out with everyone.

Follow-up
I just had a phone call with Gary and Jose from the Knight Foundation. They have a standard "letter of inquiry" that they use for proposals. I will get a copy shortly.
Likely we will use that format and add two Drupal-specific questions:
1) How does this project further the mission of the Drupal project?
2) What will this project contribute back to the Drupal community?
Though it may be argued that these questions can be collapsed into one.

Drupal-specific question
Ken,
I am wondering if the Drupal-specific language might not be distilled to a single question and made more opened ended, inviting benefits that might not fit the concept "contribute back to the Drupal community":
"What benefits will this project bring to Drupal?"
My thought around dropping quesiton #1 was, given the core of the mission statement:
"With a central interest in and focus on communities and collaboration, Drupal's flexibility allows the collaborative production of online information systems and communities"
..perhaps it is self-evident that any Drupal project focused on community news publishing pushes forward the Drupal mission by definition?

NetSquared already has some community selection functionality..
You might want to take a look at what they have done (www.netsquared.org) for their currently running grant process to get some ideas.
Learning from Omidyar.net
Even more than NetSquared, this endeavor is reminiscent of the Omidyar.net project undertaken by Pierre Omidyar and Thomas Kriese for the Omidyar foundation. The group discussed and voted on grant proposals, with the top vote-getters receiving funding for open-source development projects. My organization received $5,000 which went towards the voting systems at DenverOpenMedia.org
It would be good to consult or cooperate with Omidyar on this effort. I'll tell them about it.
