Setting up permissions for enterprise city gov. site

Looking for any advice from any large city government drupal site admins that have figured out a good way to set user permissions in a way that is most effective. Do you have a smaller, nimble group of power users who update content and are good writers, but a much larger group of contributors who can write and submit but can't approve? Trying to figure this out as we move our city site to Drupal over the next year or so. thx.

does any accessible wysiwyg editors exist?

hello there

i'm a starter a drupal, and i'm getting used to it.

i got a question..
that is there any wysiwyg editors exist, that screen readers could work with them?
from my understanding, a wysiwyg editor is something that an user can easily use the mouse to drag and drop objects, make headings/lists, and the html code of it will pop out.

i have no experience with html, and i don't know how much hard it is.. or do i even have the time to learn it.

i have googled some.. and just found xStandard that could be accessible, but it seems that it is for drupal 6 only.

Best training materials for staff

What educational materials do you use for training writers, editors, photographers, etc. on using a new Drupal newspaper site? I was thinking about Lullabot's "intro to drupal" video, but thought it might cover too much, since sometimes making people aware of other stuff that's available in the site can end up 10x worse than just showing them one little part.

What have you all done in the past?
