Use a third party like...

My advise is to use a third party service providers next time you have a project. For example:

  1. Odesk
  2. Elance
  3. Guru
  4. Rent-a-coder

A more comprehensive list can be found here.

This way you get some level of protection. For example, in Odesk you can not pay the developer for work he hasn't done. Elance and the other sites have something similar. There even a mechanism where you can ask for a refund if you feel that the developer screwed you over.

Also, these providers have developer (contractor) profiles so you can look at what skills a particular developer has. If you like what you read, then you can extend a invitation to bid on your project.

So....can I bid on your next project?

I'd be curious how you were introduced to this guy that stole from you. If all you got was a resume, how did you find out about him at all. Was there a forum that he was a part of or a users group?

Having a "friend of a friend" offers the smallest level of protection (well maybe not protection, more like the ability to followup) through relationships but it does offer at least a little bit of confidence. So as far as protection goes I agree with Jaypax.
