Odds are this is a handled by a big, obvious and well labeled switch that I just keep missing.
I want to configure my OP2.2 site so that when someone with "author" permissions logs in, they can create content (an article) but not set its publish flag. That's something that I'd want an editor to do after giving the content a once-over and approving it.
Can anyone tell me the process to subjugate my authors this way?

I think OP2.3 (ETA this month) is shipping with it by default, but you can add it yourself now if you like.

You should use the version
You should use the version included with OP 2.3. The version on drupal.org is not exportable and is an older version, in general.
