Update On Opening Documentation up for the Community Editing

Events happening in the community are now at Drupal community events on www.drupal.org.

We've been working on this issue and it looks like we have a flexible solution. Finalizing administrative stuff will take a little longer, though. I hope to have something later this week or next week.
