Page errors with admin.toolbar.js in Open Publish 2.3

Just installed Open Publish 2.3 install package on a shared host. Everything appears to be working fine with the exception of the following page load error in IE8:

I'm assuming this function has somethng to do with the little tool icon in the upper lefthand corner that dosen't appear to be working on my site.

I've also noticed that on the Admin page, there is no "Create Content" option. However, if I disable the "Admin" module and instead load and enable the basic "Administration Menu" module, I do get access to the "Create Content" option on the "Content Management" drop-down menu option.

Is there a problem with my install? Or is this a problem with IE8? Do I really need this module enable or will "Administration Menu" give me the same functionality?

OK, once I added a author user, the toolbar error went away? This error may be related to the fact that no permissions/roles had been assigned yet.
