(Cross-posted because this is a g.d.o management issue as well as a g.d.o usage issue.)
I've noticed that several groups on g.d.o are set as closed membership (i.e., g.d.o members can't just join, they have to ask to join or be invited to join).

I pulled this from the front of the groups list. I could go on, but it would be easier for someone with admin privileges to parse out a comprehensive list.
Can anyone explain why any of these groups needs to be "closed"?
Do we want to have "closed" groups at all? Any use cases come to mind? (One possible explanation for university-focused groups is wanting to restrict membership to people affiliated with that university, but I find that explanation to be a bit underwhelming.)

I can understand the argument for something like the core initiatives group being closed (whether you agree with it being closed or not,) but I don't understand why a regional, or topical, group should be closed. Do these groups reject any requests for membership?

I think almost all groups
I think almost all groups should be open rather than closed. I agree on universities that the potential explanation you provided is underwhelming.
Regarding the link Michelle provided - I re-closed the Guadalajara group given the explanation JackBravo had. I think that's an example of a case where we should keep them closed but in general we should not close groups.

So as g.d.o moderators, should we set closed groups as open? On existing groups or just new groups? Thoughts?
(There's the added problem, albeit a minor one, that nobody can leave a group that has been closed. Departure must be requested, which is difficult especially for deprecated groups with no active admins. We might consider removing members before closing down a deprecated group [e.g., http://groups.drupal.org/site-documentation-module].)
