A user keeps trying to start a Tampa group, so I expanded the scope of the eisting Central Florida group and sent the below to: http://groups.drupal.org/user/8139.
Message:
Since the "Central Florida" group seems rather quiet, I'm expanding its
description to include "Tampa, St. Petersburg, Clearwater, Sarasota,
Bradenton, Tarpon Springs, and Lakeland."
Please contact this user and consider promoting him to admin of the group
also, since he wants to kick-start Tampa-area events: http://groups.drupal.org/user/32741

1. No one has made a Tampa group or a Sarasota group
2. There is an all-encompassing Florida group, where all activity takes place
In my research, people who have started state groups (search: "state type:og"), spend a lot of time trying to figure out where everyone is spread around and don't get much done. Case and point, from: Theres 15 people in the alaska group..
Cities, on the other hand, don't have this problem. They have city-wide public transportation that everyone has in common, and they have common hot spots.

Ok, well I'm having the opposite experience in NJ, where before we had nothing, and in the coming week we have two meet-ups.
I think there is a lot ot be gained from seeing what other people are doing, even if the event is too far away to readily attend.
I agree 100% about looking
I agree 100% about looking for models of success, but NJ is probably a 10th the size of FL. The needs in this case are different; whereas you didn't have any groups and one could unite the whole geography, we have one group that it can't unite the whole geography.
