I recently fired up the Sonoma County Drupal Users Group and haven't invested a whole lot since I've been busy, but it's growing legs of its own.
We've had more job postings than we have Drupalistas. I think Drupal Ladder might be a great way to make our group a solid talent pipeline for Drupal.
Saw the Ladder mentioned on BADCamp site and thought to post because I won't be able to attend the session.

Cool to hear of your plans! Ladder Sprints have been good for drawing people to user groups, and certainly good for building participants' skills - not to mention connecting local user groups to the broader community.
